I would hope so. The prima facie aspect that the shark was hooked and played for 40 minutes would indicate a wire leader. If you're fishing off Manhattan Beach Pier with a wire leader you are not fishing for Pile Perch, halibut or corbina. Even so-called "sport" fishing for bat rays doesn't require a wire leader. This idiot was fishing for shark, and the so called attack is directly attributable to his activity.
