I'm a little more optimistic... fuel prices are down a touch right now and the economy seems to be coming back. The long beach scuba show was pretty crowded this year, there was a long line to get in at the start of the first day and the halls seemed pretty steadily crowded all weekend. Vet's park has a good crowd every Wednesday, my local shop seems to be certifying a lot of people, I know 3 people newly certified. I got certified in a college class, the same guy still teaches it, he said he had a record class this year, 42. 25 is the typical size.

Quality of divers still seems low, of course, hard to find a whole boat that can handle any current or challenge, or do more than a couple dives a day...
