it is good that these are the only changes deemed necessary at this time. With all the pressure on California Spiny Lobster it is good that they are considered a stable fishery. This is how local fisheries should be managed. I would have supported even stricter new regs like a decrease in daily bag limit or a seasonal limit over complete closures. Still dont understand the change in time for the opener. Seems like the midnight opener kept the crowds down, only the hardcore bug enthusiasts hit the water at that time. Now just wait until sat night when everyone hits the water at sunset, can you say clusterfu--!
