I'm a big fan of notch limits (combined min and max size limits). As things stand with fish and lobster, there is evolutionary pressure on game to reproduce when they are smaller than the size limit, and grow as slowly as possible, and stay below the size limit. If you have notch limits, there is pressure to grow big as fast as possible, to grow up past the upper size limit as fast as possible.
