I lived in El Porto for many years and have dove that area from the beach many times.

The ends of the pipes that go into and from the power plant(s) are marked with buoys. Since the power plants suck up water for cooling I never went anywhere near them.

It is sad Mr Tolly lost his life, but it seems he lost it because of stupidity. Power plant pipes are never a place to dive.

I did dive the jetty there many times, but it only seems to hold lobster when it is not lobster season.

Just a bit South of there directly out from the beach at El Porto are some of the best sand dollar beds I have ever seen and is a outstanding sand dive when there is no surf. I believe the same currents and swell that make El Porto a great surfing spot also keep the sand dollars and associated life there well fed.
