That thursday was the first night of the thursday night sailboat race that goes all summer, so there were an unusual number of boats out. And worse, the wind came up after the boats were out, it came up pretty suddenly, came out of a more northerly direction than usual, kind of right out of the harbor mouth. I happened to go down after sunset, and I was pretty surprised to see waves coming over the break wall, conditions were much worse than I'd expected.

I can't find a weather station with decent resolution in the graph, but the link below shows wind going from 270 to 336 and getting gustier at 7pm.
