I've been there when OW classes were blocking the stairs. I just went back to the way we used to dive there and climbed up and down the rocks. There are no rules against that.
At low tide it can be difficult to get to the stairs due to a couple of boulders at the base. The steps also get very slippery when the algae hasn't been scraped off.
