OK, i will post my thoughts. I spent some time googling the NTSB and their notices about lithium batteries. All were directed toward the airline industry. I did find one directed at Cargo Ships - batteries in cargo had to be at no more than 30% charge capacity. Very curious why they left out bus, train, dive boats, etc. in their warnings. All of the other means of public transportation were pretty much ignored. Seems to me that they dropped the ball on this one.
