In terms of commercial fishing, the boundaries of Santa Monica Bay are Rocky Point (aka Palos Verdes Point) on the south and Malibu Point on the north. Point Dume is considered to be the northern boundary by most people but not DFW when it comes to commercial fishing.

As far as I know, this has always been the case.
