See link if you are curious. The closure seems pretty complete and effective. I drove down the esplanade. The east side of the esplanade had a lot of runners and bikers exercising, west side was empty. In the time I was there, I saw 8 police cars (I definitely saw some twice, but it was not 1 car 8 times) and 2 motorcycles. Beach and hermosa strand are empty.
