I forgot to mention the final results of their investigation.
They did not mention the captain if I recall. The guilty party was the owners. They called if a case of Safety deviance, aka they should not strayed so far from what was required to keep those divers safe. Many points were pointed out of their failings to act in a safe manner and that was OK in their harts and minds. They did mention the fleet of boats is in the same mess.
