The fish huggers have a point when they say "the board's Web site does not included detailed information on the amount of fish killed by the plant". This report is not online.
The board's excuse that "because the board simply does not have enough resources to translate reams of paper documents into electronic files" is pure BS. Most likely this report was delivered in PDF format. The board has simply chosen not to post it.
