Question about water clarity at beaches in Southern California

I am really sorry if I posted this before, but I couldn't find it in the archives, please bare with me if its redundant.

My friend from Southern California and I were talking about beaches a while back (what a fun topic) and she was talking about Laguna Beach because she was from Lake Forest. Anyway, she said that one day the water there was like the Carribbean and was tourquoise and perfectly clear... Anyway, what is the reason for this? I know a lot has to do with water drainage etc... but I read that water clarity in the tropics is so good because there is no plankton in the water so its perfectly* clear. Anyway, sometimes I see photos of beaches in Southern California that have water looking like Hawaii, and then mostly it doesn't... thanks.
