One of my favorite places on Earth is Big Sur. It is even more spectacular underwater than it is above. The stretch of coastline from Big Sur down to below San Simeon is devoid of any large coves that offer any protection from the heavy surf that batters the rocky shore much of the year. Other than isolated spots like Jade Cove you wont find much kelp or healthy reefs as you would in protected areas such as P.V. or the Channel Islands. You can't blame the otters for that. I'm sure if people found out that krill is a delicacy they would try to wipe out Blue Whales. They eat more in one day than most otters eat in their lifetimes. Alaska is a great example of what life should be like here. There is a lot of commercial fishing pressure, yet they manage to coexist with the larger Alaska otters, Orcas, Humpbacks and now even the California sea lions.
