Should stick with an area that only has sand so as to not disrupt existing good dive / fish spots and to benefit from an instant reef. That's what they're doing in Florida...SM Bay or the Ventura / Oxnard areas would be perfect..already close to existing boat operators and in areas that could really benefit. Now to get it past the Coastal Commission and "environmentalists".
