It seems that many of the boats using these nets target schools of fish without knowing why the fish are there in the first place. You can always find schools of Blacksmith hovering over wrecks and rocky reefs. A lot of the wrecks I dive have nets all over them that continue to kill long after they're lost. One particular wreck, the Olympic II is a popular site for recreational divers, so I've spent several dives cleaning up nets there to help prevent trapped divers. Unfortunately, the nets keep coming.
