When I DM, I check for hydros report out of date tanks to the Captain. I also privatley inform the diver that their tank can not be used. I typically do this as the boat is leaving and I am also chacking to see if the tanks are secure at the same time.
I beleive mosr crews do this, but do not make a public show of it.
I have never seen a out of hydro tank filled or a captain alllow one to be used.
I have also found that private conversations with divers about my concerns usually works well. I almost always get cooperation, the diver is not embaresed, and no one else (except the Captain who I keep informed) knows anything has happened.
