Well, if he did all this, even if knowingly, he is innocent until proven guilty, and it would be a violation the the US Constitution's due process requirement to confiscate peoples person effects without a hearing and a finding of guilt. But after being convicted, perhaps a good beating might be more appropo.....

I am totally opposed to taking peoples $ and their effects.....that means the laws are merely a smoke screen pretext to tax people. I would much rather see convicted people MAKE DOUBLE RESTITUTION which is based upon Judeo-Christian ethic from Biblical times. That means environmental restitution. Paying a $500 is peanuts, these people need to one way or another develop an appreciation for critters that are scarce.
