I am not sure how that would imapct anyone. Having posession of a card means nothing when nobody asks for it......besides, these things can be bought.
Reminds me of the other day when I took an Amtrak train to see my Grandma. The woman at the ticket counter asks for id. Same goes for the conductor guy inside. I asked them both what they needed to see it. They said so we know who you are. I asked if they match that against a database. They said no. In otherwords, it was a total govermental power tripping waste of time.
Need to show certification to a dive resort? Scan one off the net, cut and paste a different name onto it, then xerox it, bingo. Need a fake California drivers license? McArthur Park, $300-$400, " I open for beesniss 7 days a week senor".
