Hey Tim, you seem to have a lot of trouble controlling the people on your boat, what's the problem? I've always thought of the Captain of a boat as the supreme authority present. If the Captain tells me to do, or not to do something, that's the law to me. Hopefully my trust is not misplaced but I expect the Captain to know what he is doing out there in all regards.
I wonder if you have an problem with being "the Man?" You let your DM's do as they please, and it takes a couple of dozen speared "shorts" before your really get mad.
What you should have done is confiscated the spear guns the first time they showed they were either ignorant of the law or just didn't care about the rules.
