I hate to defend Ken Peters, but he still had to have the extra crew when he leaves early. Also since most of his trips are charters, your refund would not come from the Captain, but the shop that chartered the boat. Not all shops pass on partial refunds they get on trips. He may have given them a partial refund and your beef may be with the charter group.
Also most dive trips the destination is not guaranteed. Thus you are only paying for a chance to go there weather permitting. That being said most dive operations do their best to get you to the best diving that weather permits.
I have a friend whose philosophy is to book all dive trips to Begg Rock, Cortes Bank, or the San Miguel Pinnacles. If you do this you will eventually dive everywhere.
