If the speaker was even partially truthful and not blowing smoke, do the numbers - 4 divers taking 20 bugs (say per day), times every other weekend (26) comes out to just over 2,000 bugs, and that's only one dive per weekend - adjust the figures appropriately for more days/more dives.
Ongoing abuse of our resources would seem more that enough justification for a big fat sting, or perhaps application of solution .45 or 9mm. Poaching at that level is theft from all of us. and hell on the local ecology.
