Yes, it is a "slippery slope". First, you let one poacher pay a small fine for intentionally poaching 100 WSB, the next thing you know its finantially viable to risk the fine to poach the WSB, abalone, coral, shark fins, etc.

Or, take the SOBs boat and make it not finantially viable to poach. Asset Forfieture laws are used to great success in many "non serious" violations. For instance, race your car in the city of Ontario and if you get caught, you lose the car. The result has been a virtual shutdown of racing in Ontario. This guy makes a living off a resource we own. He intentionally broke the law and stole from us. He should forfiet his privilage to make a living off our property and lose the tool(s) he used to break the law.
