Mike - the big obstacle in LA is that few to no boats
provide tanks, requiring the divers to bring one each.
If they needed to bring one for every dive, few will.
And that is how it is now. Only recently have a couple
started pumping nitrox on board. Some boats are still
only good for LP steels!

The two Cypress boats in Monterey provide tanks, and
started supplying nitrox back in 1996. There is no
additional effort required, just pay $25 for 3 fills.
So on a typical day, maybe 3-5 of the 20 will use it.

The other reason for it not taking off - extra bottom
time is worthless if you're too cold to make use of it.
Lots of LA divers skip every other dive, or the last or
first one.

BTW, Chris, the less fatigue is not a wives tale to
quite a few of us. The difference driving the 2 hours
home to SF is quite telling. (We don't have the benefit
of bunks to nap in for a couple hours back to San Pedro)
