I worked at Marina Dive & Sport in San Pedro for many years and we would give full refunds for unused rental, up to a point. We got so many divers who tried to take advantage of the fairness we tried to show, that we had to stop. We even had some gear returned wet and full of Laguna Beach terra firma and the guy wanted his money back because the vis was bad. Two guys from the Long Beach Navy Base rented gear, then returned it a day late and wanted a full refund for both sets. One guy had a sticking inflator(I put the gear together in front of them at the time of rental and return and it worked fine) and said he couldn't dive so I was kind enough to give him a refund. The other guy also wanted a refund because he said his instructor told him it was illegal to dive solo in California! I carged him the rental and late fee.
