I know of no shop that will refund rental fees because of weather problems. Diving is a sport that involves risk, and sometimes that means you can't dive because the weather won't let you. Since this is something that is out of a dive shop's control, it's unfair of you to ask the shop to take responsibility for it and refund your money.
