After coming out of the water solo at Shaw's, I
was field interviewed by two Laguna Police
Officers. They had their ticket book in hand.
I was truly amazed at their lack of
training and ignorance.
I explained to them that is only possible to be
SCUBA diving in the water, and that the minute
I was standing on the aquatic side of the Mean
High Tide Line, I was on State of California
and, no longer in the city of Lauga Beach.
They were not quite sure what the MHT line was, so
I explained to them that if they are on wet sand,
they are no longer within the city limits, and
local city ordinances do not apply.
