My caveat that the buddy system is least effective with divers who need it the most, relates to a buddy pair in which both divers are relative novices. My experience with new divers is that almost their total concentration and focus is on themselves, their gear, plus a degree of apprehension as to what's lurking behind the next rock, which renders them almost useless should their novice buddy develop a problem. The obvious solution is to discourage novices from diving together. But how do you discourage husbands and wives, boyfriends and girlfriends, etc. who trained together for the express purpose of diving together? A touchy situation.
