You should think of it like a speeding ticket -- "strict liability", meaning no matter how good-intentioned you were, if you broke the rule, you get the fine -- but with less wiggle room than that. F&G really, really takes this stuff seriously -- remember that Redondo Beach incident a couple years ago where the F&G officer removed a diver's mask underwater but the charges stayed in place for a year and a half? Sure, there are some exceptions, but you really are better off bagging the hunting than bagging any bugs when in doubt.
