I tried to figure that out a while back and couldn't really come up with any correlation. Alsa, some sites are just more divable low and some high. What you can do, is look at waves, then wind. Santana winds often make good conditions. The best is to watch water temp during Santana conditions. If the temp suddenly drops about 5 degrees, it means the wind has caused the surface waters to move out and be replaced by a cold upwelling. That can make for 100 foot plus vis along the beach.
