Is shore diving better during incoming tides?

I've often heard that for beach diving visibility is better at high tide. One reason given for the better visibility is that the addition of clean, offshore water dilutes the suspended sediment, thereby improving the viz. A quick calculation suggests that this is unlikely to be a large effect. I suspect that deeper water produces less surge at the bottom and that may improve the visibility; however, I have not noticed a correlation between the viz and the tide. Has anyone found this to be true and if so, what do they attribute it too?
