I hope you aren't under some misguided belief that California diving conditions are some special thing that "all" out-of-state divers can't handle. FYI conditions for diving are,IMHO, a bit more difficult in at least two other areas of the country, specifically the Pacific Northwest and the Atlantic Northeast. I've dove in the San Diego area and loved it but it's a piece of cake compared to New England diving and it is my understanding that some of the diving off New Jersey is even more challenging.
Anyway I do agree that 20 dives is certainly not experienced. And from what I read about this tragedy the wreck itself had nothing to do with it.
