16% is like 32% at 33fsw.
15% will generally give you signs of hypoxia at 1 atm. But at 2 ata (33 fsw) it is like breathing 30% oxygen
When deep divers use such a low oxygen mixture the can use a travel gas to gewt to depth before getting on the low oxygen mix
