The school of thought is that if you have surfaced for less than 5 minutes and are NOT symptomatic you should complete the deco underwater..
If you are over 5 minutes or are symptomatic, you should hydrate, 02 and evac ASAP..
In very rare, usually remote locations, In Water Recompression ( IWR) is a viable alternative. But that's when a chamber is hours or days away and should only be done with experienced, trained and qualified support..
In some cases the choice is paralysis -v- death and I'd take paralysis over death...
Later
