One possible oposition to the bill is from anglers, because it specifies that they all become "no-take" zones. The rigs are popular for scallops, so I hear. They're also wildly popular among the line guys.
BTW, does anyone have more info about the commercial fishing surprise proposal to allow commercial salmon fishing in SF bay? There was a snippet in the SF Chronicle, but no-one I've talked to has any more info. It appears that the measure was at least tabled until August.
