Sometimes it does not matter if you have a buddy or not.

Her panic could have been caused by a equipment failure- here a buddy would be a good thing.

Her panic could have also been caused by a medical condition, some of which a buddy or not it doesn't matter...the one that comes to mind for me is a brain anurism(i know 3 women in their 40's and 50's that have had them and one of them passed away within a minute or two of showing the first sign of it.) there is also the possibility of a stroke and many other medical reasons where buddy or not, it would probly have not made a difference.
buddy or not, it does not matter sometimes.
If you want to dive with a buddy, dive with a buddy, if you want to dive solo, solo. Each one has its pros and cons. I do both. Though I prefer diving with someone so I can have someone to verify my fish stories.
And yes this it is a very sad day when someone passes away.
