When I was there in June 1999, with a Pro Dive liveaboard, I asked the DM what measures they were taking now that they weren't before, he said not a thing. They have you sign yourself in when you get out of the water. They'd been doing it that way for years.
A lot of Aussies think it's a hoax. There have been numerous "sightings" of the couple in and around Queensland over the past couple years.
I think they found one of their BCs, intact but removed.
