I asked the exact same question the second JJ and Andrew told me about the expiring C-cards and the answer that I received is as follows:

It's understood that it is an imperfect, and potentially easily fudged system, but if nothing else it requires a diver to consciously fudge a logbook and to the extent that there ever was an incident it could be later argued that the victim provided fraudulent documents..

I agree that it's imperfect, but it requires a conscience effort to lie and if someone is willing to lie than I'm not sure what more can be done in a system that will require some honor...
