Steve, don't know if you knew or not, but the instructor is supposed to use the quizzes and knowledge reviews at the outset, to diagnose what areas the students need extra emphasis in following the students' own home study -- BEFORE class -- of the CD or other learning aid.
Then the instructor goes through the lesson guide, adapts it to the local conditions and experiences the students will be having, and puts extra emphasis on the students' diagnosed weak areas.
The theory is that this beats giving the same lecture week in, week out, with no individual adaptation to specific students' needs. Plus, it allows a student who needs to, to go over the material a few times alone, where they might not catch it the first time in class...especially in an hour or two long lecture, after work, when they haven't yet eaten, etc.
The system falls on its face with no pre-ounseling, though; the student has to know that there is a significant time investment they must make BEFORE ever coming to class.
This is the idea as I understand it. I think you're dead right about both its usefulness as a review, and the medium's inability to take the place of live instruction. It's just that the CD or other medium should be able to make the live instruction more efficient and effective.
