Prevention for pencil whipping? Short of skills demonstration, not much that I can think of. Personally, I think the simple act of having to attest to experience creates a psychological reminder that one needs a tune up. That's really the value add of the idea.
Cheaters cheat. They get better with practice. They're not the ones Ken's idea would catch, or be targeted at, either.
