Maybe the idea could begin with the dive boats and dive shops. Maybe they start requiring a c-card with a more recent date on it.
Maybe there should be special cards issued after a certain number of dives. Like a "bronze card" after 50 dives, a "silver" card after 100, a "gold" card after 500, a "platinum" card after 1000 dives. Maybe the silver card lasts longer than the bronze and so on.
If the dive shops and dive boats gave discounts or incentives to those with higher cards maybe divers would be encouraged to try to get them. And if the divers want them the agencies will offer them.
The agencies always cater to the diver's wants. So the trick is to make the divers want the higher cards, or a card with more clout.
