Simply tie a "gizmo" of some sort to the end of the string. Not a rocket science problem. But a larger question is why the bottom dump at all? Unnecessary since air rises to the top of the wing, not to the bottom, and can be dumped via the inflation/deflation gizmo. In a dry suit at depth the wing shouldn't have any "gas" in it anyway, so what's to dump? And if the suit rips, then inflate the wing for ascent, ascending heads up and vent via the...or am I missing something here?
