The operative word in your post is "may". Also, please notice that the "marine preserve" designation covers only a tiny portion of any of the channel island's near-shore diving. Personally, I wouldn't have a problem with some sort of reservation system in these areas, like they have up at Point Lobos. Although for the life of me, I can't think how they would enforce that.
