But in this case, don't you think that by restricting the take of jade, F&G was protecting a natural resource for the enjoyment of more people? Say the price of jade goes up. Without regulatory restrictions, what would stop a commercial operation or a bunch of greedy amateurs from swooping in, dredging the cove for jade and trashing the area? The same can go for intertidal areas in PV (although I frankly think beach-goers are a lot more destructive to tide pools than scuba divers ever will be).
