I don't think the jade there is ever going to be so attractive to commercial interests. It has long been of interest to the sport sector, and it was told not to worry when the Sanctuary was coming into being. (IOW, they were lied to)
Later, we got the indignity of being told that newbie divers occasionally plucking kelp leaves with bad kicking was destroying the kelp bed, while harvesters removing 1000 times as much were just managing the resource. This was clear retribution for our persistence on the issue of commercial abuse of the Sanctuary resources.
Don't kid yourself. There are obvious reasons to be very suspicious of these things. There is also the danger of the mentality that infects many Sierra Club types - only the sort of access I want to lands/seas is appropriate.
