It is a ridiculous proposition, with a rigged question.
1. It is almost plausible that one could allow commercial fishing for pelagics and lockup the nearshore fishery, but with nets?
2. Why disallow the discriminating spearfisherman and allow the indiscriminate hook and line fishing - this makes no sense.
You have framed the answer by the proposition. You have for the most part isolated hunters from tourists, that's all. The only hunting you have left, which is minimal, is freediving outside of 5 miles.
Therefore the question is the same as: "If you could not hunt would you still dive."
That is all there is to this proposition and the question.
