Your diver #3 is in the distinct minority. Most of us who collect the "metal" shipwreck artifacts spend a lot of time and money restoring and displaying them at scuba shows and club meetings. As to "rules and regs" for scuba diving, there are really only 4:
1. Don't dive too deep.
2. Don't stay down too long.
3. Don't hold your breath.
4. Never EVER pay retail.
