"...they have some strange love of having a garage/backyard/attic full of useless pieces of metal that used to be underwater. Any sane person would pay someone good money to take most of it away, but these people spend their entire free time trying to accumulate it"

Your diver #3 is in the distinct minority. Most of us who collect the "metal" shipwreck artifacts spend a lot of time and money restoring and displaying them at scuba shows and club meetings. Ever see the California Wreck Divers display at the Underwater Diving News Scuba shows in Long Beach? Check out our website:
www.cawreckdivers.org You'll gain a new perspective.
As to "rules and regs" for scuba diving, there are really only 4:
1. Don't dive too deep.
2. Don't stay down too long.
3. Don't hold your breath.
4. Never EVER pay retail.
