I guess the ol' bottom line is, promote the membrane system as the most economical way to deliver Nitrox, even though it generally only delivers 31%. But better that than none at all. It can deliver higher but I understand that causes a heat problem in the system. What is the total cost of a membrane system for a commercial dive shop?
