I was diving for close to ten years before I got my C-card. And the only reason I did was because it was getting tougher to dive without one. I spent ten years in Asia and I dont remember ever getting carded. Most of the time, I would forget mine anyways.
My point is, the way many of the classes are run, all most people do is pay, go through the course(which is full of crap) and get their certification. So really, its just pay for the certification. The C-card is BS.
However, it is a lot stricter in California than it is in Asia/Oz and it is getting more strict in those areas as well.
