IMO, it was aimed directly at your wallet and it it was successful in extracting money from it.

Boat operators don't need away out. A diver is certified to dive they can and should be able to conduct dives any way they please. This is not a communist country the last time I checked.
I glad you feel that you got your money worth. I won't be taking the course, I have developed my own plan that I'm happy with.
